As of October 2026, OpenAI lets businesses in 63 countries (including 31 European markets) buy self-serve ChatGPT Ads at ads.openai.com from 15 EUR, 15 GBP, 20 CHF, or 25 USD a day. Ads appear only to Free and Go users, stay separate from ChatGPT replies, and never change who the assistant names in its answers. In Europe, targeting is contextual only, and OpenAI ad policies prohibit legal services and most healthcare and financial services outside the US.
Where ChatGPT Ads appear and who sees them
Paying OpenAI for an ad never puts your company name inside the assistant reply. OpenAI keeps ads and answers separate.
Shown only on Free and Go plans
OpenAI shows ads only to people using ChatGPT on the Free and Go tiers. Subscribers on Plus, Pro, and Enterprise accounts have an ad-free workspace and never see sponsored placements.
Labeled and separate from the answer
Every ad is clearly labeled and sits visually separate from ChatGPT replies. OpenAI states that advertising does not influence the answers ChatGPT gives.
Five selectable device surfaces
In OpenAI Ads Manager Beta, advertisers can run across all platforms or select Android app, Android web, Desktop web, iOS app, or iOS web. Advertisers receive only aggregated performance totals.
Kept away from sensitive conversations
OpenAI placement rules block ads near sensitive user contexts, including mental and personal health discussions, emotionally reliant situations, and sensitive personal journeys.
For a local service or B2B company, the plan split matters: Plus, Pro, and Enterprise subscribers never see ads and only see businesses ChatGPT names inside normal answers.
Where ChatGPT Ads are available and when Europe opened
OpenAI started its US ad pilot in February 2026, opened the beta self-serve Ads Manager on May 5, 2026, and launched self-serve access across Europe on August 31, 2026.
From the US pilot to 31 European markets
On May 5, 2026, OpenAI launched the beta Ads Manager (ads.openai.com) with cost-per-click (CPC) buying alongside agency groups (Dentsu, Omnicom, Publicis, WPP) and ad-tech partners (Adobe, Criteo, Kargo, Pacvue, StackAdapt). On August 18, 2026, OpenAI announced expansion to 31 European markets, and self-serve access opened across Europe, India, the Middle East, and North Africa on August 31, 2026.
As of October 2026, self-serve Ads Manager covers 63 countries, including the European Economic Area, Switzerland, Turkey, the United Kingdom, the United States, Canada, Australia, New Zealand, Brazil, Mexico, India, Japan, South Korea, and Singapore.
Entity, billing, and home-country requirements
To use self-serve Ads Manager, the legal entity that advertises and is billed must be based in one of the 63 available countries, with a matching payment card and billing address. Country, billing currency, and time zone cannot be changed after account creation.
OpenAI also restricts some new self-serve accounts to advertising only in their home country until identity verification is approved and the account reaches required domestic ad spend.
Minimum daily budgets by currency and how bidding works
Ads Manager supports three objectives: Views (CPM per 1,000 impressions), Clicks (CPC per valid click), and Conversions (billed as oCPC per click or oCPM per 1,000 impressions).
With a daily budget, single-day spend never exceeds 2 times your daily figure, and Sunday-to-Saturday spend never exceeds 7 times your daily figure. Postpay billing charges your saved card when accrued spend reaches your payment threshold, or at month end for any remaining balance.
| Currency | Market | Minimum daily budget | 7-day weekly cap (7x) |

How targeting works in Europe: contextual matching and context hints
European campaigns match the current conversation rather than personal profiles or exact-match search keywords.
Contextual only in the EEA and Switzerland
OpenAI matches ads to the topic of the current conversation. In the EEA and Switzerland, ad personalization is unavailable, and OpenAI instructs advertisers not to use custom audiences.
Context hints instead of exact keywords
Instead of keyword bidding, you write context hints: short, natural-language phrases describing what your service offers, who it helps, and when it is useful. Context hints guide matching without guaranteeing specific words.
Location picker and audience size floors
You can filter by country, region, city, market area, or postal code where available. Even outside Europe where custom audiences exist, inclusion targeting requires at least 25,000 matched users (100,000 recommended).
Which trades cannot advertise on ChatGPT outside the US
Under OpenAI Ad Policies (updated September 10, 2026) and the Ads Policy Eligibility Table, legal services and most healthcare and financial services are prohibited outside the United States.
| Business category | United States | Europe, UK, Canada, Australia, and rest of world |

OpenAI also prohibits ads everywhere for alcohol above 0.5% ABV, tobacco and vaping, gambling, adult content and dating apps, political content, and unsubstantiated wellness claims such as detox programs, diet pills, or health coaching.
The difference between paying for an ad and being named in an answer
When someone asks ChatGPT for a dentist, solicitor, accountant, or local contractor, the businesses named inside the reply are chosen by the assistant, never bought through Ads Manager.
| What to compare | ChatGPT Ads (Paid) | ChatGPT Answers (Organic) |
|---|---|---|
| Where your business appears | In a clearly labeled ad unit separate from the reply | Named directly inside the text of ChatGPT replies |
| Which ChatGPT users see it | Free and Go plan users only | Every user, including Plus, Pro, and Enterprise subscribers |
| Allowed outside the US for legal, health, and financial trades | No for legal and health services; financial services are prohibited or restricted | Yes, organic answers can name any legitimate business or practice |
| How matching works in Europe | Contextual matching and natural-language context hints; no personalization | What the model learned in training plus live web search via OAI-SearchBot |
| What happens when you stop paying | Delivery stops when the budget ends (pausing can take up to 24 hours to apply) | Pages, directory listings, and reviews stay on the web |
What a small business can do in practice
Whether your trade is barred from advertising outside the US or you want customers to see your name in the answer without paying per click, follow these steps.
